网站只有移动网络才能打开

在稳网互联建的站，目前3年，突然出现进不去的情况，后来发现只有移动网络才能打开，电信联通网络打不开，这个有办法解决吗，问服务商就说解决不了退款

有PC端，同样的情况，不管是电脑还是手机，网络只有移动的才能正常打开，其他的都是显示404界面
